Julie was half right. Weed, spread Preen, spread mulch, then spread Preen again. Mulch is full of weed seeds, and will germinate in the mulch
Paint? did you mean plant? if so- Preen. It's a pre-emergent that keeps seeds from sprouting. Spread it around your plants, and then mulch.

I dont have a paint additive but 2 quarts boiling water mixed with 1/4 cup of salt will kill them. too keep them from coming back sprinkle salt down after that dries.
