how many accounts are on the laptop? if theres one then your account is the administrator go to the start menu and then click the little picture thats next to the account name. you can change the settings there
Home depot sells treads for use on exterior stairs or you can use an exterior deck paint with added sand/grit for traction I have also seen people use cut down roofing shingles for similar applications. One bundle will be fairly inexpensive. Just cut them down to the size of the tie and nail them in with roofing nails.
