Yes and no. If it's locked, they'll just cut the locks and it's your loss (i.e. you have to pay for new locks). But you can lock it without going through all that if you have a TSA approved lock: tsa /travelers/airtravel/assistant/locks.shtm I've found these locks at target and they're fairly cheap. And I'd really recommend locking your luggage so no one steals anything out of it
