Vinyl siding is not very thick or sound absorbent, so the underlayment is what would muffle the noise1/4 inch + thick foam would probably helpVinyl siding goes up pretty fast, probably 3-5 days depending on if you get the soffets done, and the size of your house and number of windows to trim.
siding wouldnt really stop the noise but the underlayment might.try using fanfold for the underlayment.better then that tyvek paper they use i think.former roofer and sider.fanfold is like a foam in sheets.made from corning about 2 days to install.depends on house
