They have VERY strict rules about operating a motorcycle on base. You are required to wear a helmet with goggles or a face shield, you are required to have every body part covered (no shorts, no T-shirts, and yes, you must wear gloves) and you're required to wear boots or high-tops when you ride. Most, if not all, alarm companies that handle residential and commercial occupancies must have a license in order to operate (at least in the United States). These licenses can be at the state, county, or local level, or some some cases more than one of those or even all three! For example, in the State of Ohio, the company I work for is first licensed by the State Fire Marshal and so are the individuals who do the work. We also have to apply for local licenses from various cities and counties. Most of the time, for the local license, we have to be registered and bonded with the city. If someone wanted to complain about the poor quality of service, I would first start with the management of that company and if I received no absolution from them, I would be compelled to report them to the city and or state agency which grants them their license to operate. (Trust me, they must have a license if they are doing fire alarm systems.) I hope that helps.
