Do you mean prints? Are they proper ones from a photo store? Are they colour, or black white? Depending on how they were printed, soaking them in water may not cause the colours to run, since they would have been produced in wet chemicals. You could try leaving them in a tray of water until they peel apart, and then leaving to hang on a line to dry.
