If this job has to be done, a car repair shop would be cheaper and most after market direct fit parts are just as good as dealer items. But please make sure that is what is needed! A simple exhaust leak can cause an error code that makes many car owners replace a cat when all that is needed is a new flex hose.
First you need to make sure you need a converter! The only code that you know the converter is bad would be the P0420 converter not up to threshold one. All the other codes need further diagnostic work. If you do need a converter you should tell us WTF you drive, some vehicles need stock converters only and others have a good chance that a Walker brand converter will work.
Get an under the table inspection sticker and don't worry about smog
A magnetic suspension system takes a lot of power to maintain, specially if it is to hold up a 4000 pound auto, plus the added strain from bumps, etc. Much more power than you would save because of reduced friction. That is, if it is even possible, which I strongly doubt. .
