Im not sure but one thing for sure is that they just recalled last week this kiddy sets of fire extinguishers. Check for the recall. I do know that the small ones that they sell at the store have enough powder for a 4 seconds poof. It takes about 3 seconds to get a good aim. So it is kind of useless because after the short poof you lear how to aim and the powder is finish. I would get a big one for a 9 seconds poof at least.
that is cool :) and slightly gross :| i don't actually know what it is and why it happens though. maybe it's the type of glass or the way it's made.
IDK if it being broken is relevant like a parking meter but you can take a pic of it then go to court with it.
You can try, but it's very doubtful you will get out of the ticket. Just pay the fine. It's not like it's a moving violation. It should have no effect on your insurance. You could always hire a lawyer to help you, but this will probably cost you more than the fine does.
