Why isn't my pressure cooker locking?

I'm using a 12 quart aluminum phillipe richard pressure cooker and steam keeps escaping from the locking pin part but the locking pin won't go up even though the manual says it should go up once it reaches the proper psi. It was they pressure regulator will begin a steady swivel at that point but again it keeps steaming from the locking pin. This thing is hot so I'm afraid to make it any hotter since it's not doing what the manual says, anyone else have this problem with they're pressure cooker. Do I have the lid on wrong or something the handles are lined up like it says is it just defective.

If REAL quality is an issue, please go for REPUTABLE brands only such as BW, Sennheiser (most affordable), Shure, Grado, Denon, AKG, Audio-Technica, Etymotic or Beyerdynamic. Please do not let the peer pressure/fashion fool you because it is very often a waste of money.
Well first of all you should go through a good breeder that you will find via the kennel club or Champdogs. Then study the dogs and the lines to find what you want. In the UK most breeders do NOT send their pups out with their first vaccines done as most home at 8 weeks and we do not have the first vaccination done until that time. You should however get a 6 week insurance from the kennel club and paperwork showing the pedigree and the kennel club registration that you will then transfer into your name. However one word of caution here you will have NO IDEA at this age whether a dog will turn out good enough to be used at stud, and before you ever consider that he will need tests on his hips / elbows / eyes and whatever else the breed dictates. You don't say what breed. If you buy from a good enough breeder then the dog would probably be on restrictions anyway which would only be lifted if the breeder felt the dog should be used. Do not even consider using him at this point. He might not even have the right temperament to breed from. Also remember that dogs can change drastically once used and not for the better. A pup should be taken within 48 hours to a vet for a check up and the first vaccination if not done.
When the roads are icey you are better off with studded tires.
