it is theoretically possible but requires precise planning. Depending on the Height of the hillyou may be able to bounce or skip a signal off of it by placing a remote device( literally a simple post with reflective material) for that purpose. I suggest, you talk with local Ham(Amateur) Radio operators as they often contest in sending a weak signal either a long distance, or bouncing it off a structure. This project would give them a challenge and at least one will attempt to achieve the goal. Good Luck
