Answer:

Good question. Most pros ride 700X18-700X23 tubulars. Both wheels must be the same size for UCI regs. USCF will allow different diameter wheels.
I am guessing you are talking about a hardwood or laminate floor here. In the hot summer months, wood will expand at a higher rate than most materials, which is why wooden windows get sticky and doors won't close right. In the colder months, your bump will probably disappear since wood shrinks in cold. If your floor is the new laminate floating floor variety you can try to remove the baseboards on either end of the section with the bump, if the flooring is butted pretty tight to the wall you can cut about a 1/4 off the flooring with a hacksaw. Don't cut too much off or when the wood shrinks in winter it will be too short. If this is hardwood, a flooring guy can help but the cost may want to make you just live with the bump a few months out of the year
if it is a laminate floor then perhaps there is no room for expansion so making the laminate buckle
