Will PVC cement and paint react together?

I used PVC pipes to build something for my short film project. However, I painted some of the pieces before cementing them together. I noticed the cement dried differently than when I cemented two PVC pipes that are NOT painted.Therefore, I want to ask, will there be any chemical reaction? Will it be poisonous to touch?

Bounce the car by pushing on each front fender above the headlight, one at a time, push down to bounce it few times up and down and then release, if it continues to bounce you need struts. Also try to look at the strut itself, if you see oil grease build up on the strut itself then its leaking and weak. Another thing to not overlook is tire pressure, way high tire pressure will give similar results because the tires are brick hard. Put the amount of air in the tires as shown on the sticker inside the drives door jam, owners manual, or glove box where ever it is.
