No. Malibu lights are made to be permanently installed, as is the wire made for them . Extension cords are made for temporary use. If you are asking if you can power malibu lights directly from an extension cord connected to high voltage power, no, that would blow them up.
more detail please ? I don't know what malibu lights are, but low voltage lights can be fed from a mains adapter which is plugged into a mains extension socket. Its generally a bad idea to take mains leads outside though, unless it's just for a temporary piece of work in dry weather. If what you mean is: can mains cable be used for low voltage, then yes that's ok as long as it's just the cable it doesn't have a mains plug on it.
malibu lights can be wired to an extension cord wire if you do not use wire that is less than 14 gauge .... -== you really are better offr to use the same wire that came with the light sets as it is designed to be weather-proof .... the wattage of the
