Would the fire dept. allow law enforcement to go into a burning building?

so I was watching an episode of CSI: Miami and there is an explosion in a factory causing some people to become trapped in the burning building. After a few moments, the CSI team members come running through the flames to save the trapped workers and the firefighters are just trying to get the flames under control.Now, I know this is not accurate, because if the firefighters were already there, they wouldn't allow unauthorized people in the burning building. This is were my question comes in:does anyone know of any regulations and or exceptions were the fire chief would allow another part of law enforcement into a burning building instead of their own team?it seems entirely far fetched to me. if properly trained firefighters are on scene, then no one else should be allowed in the building until it is cleared.

Call the police and give them the plate number. Video tape it and bring it to the police. Call the police every single time it happens until they come out. Tell them you want a speed trap setup. Why haven't you called the police? Is it a private driveway?
