I am using a Radeon x1900GT graphics card and just bought a 22 LCD Flat Panel Monitor. Will I be able to use the max resolution with this card?
yes, it more than likely will support the max res, I have a 22 Samsung (226BW) and a 6800GT and it runs smoothly

Probably. The resolution supported by that card is higher then most LCD monitors of that size. Without knowing what the resolutions supported by the monitor are, its impossible to say for certain though.
