if i put a cut off wheel on an angle grinder can i use it to cut through a medal pipe? are cut off wheels compatible with angle grinders?

Yes but its for general purpose straight cuts. I've been using a Metabo cutting wheel in lieu of a torch for cutting,including stainless that's 3/16 or less. They work great, are inexpensive, and fit angle grinders.
Yes you can use a cut off wheel on an angle grinder. Just make sure it is for metal and not masonry, and that the wheel is for the right size. Wheels are made from 14in for chop saws, 7in for circular saws, and anywhere from 5-3 in depending on the size of the angle grinder.
Make absolute sure that the cut off wheel is rated for the rpm's of the grinder. An angle grinder spins at a much faster rate than a circular or chop saw. Some pretty serious injuries have been caused when cutoff wheels or disks that weren't designed for the high speed came apart. Both the grinder and wheel will have the rpm's printed on them.
