Question:

Are bolt action muzzle-loaders legal in washington?

i already know the primer has to be exposed

Answer:

there is no such thing.it does not exist
um, I think I should point out that bolt action guns are breech loaded. Muzzle loaders are not bolt action. there is no such bolt action muzzle loader.
There are breach loading black powder rifles like 1860's Springfield's and other Civil War era guns including Sharps rifles. They are not bolt action but are breach loaded. I would check or even mail and ask your Dept.Of Natural resources. Most states will have a specific season for primitive, black powder or muzzle loading firearms. If you are going to hunt, i wish you luck. It's more of a challenge hunting when you know you only have one shot, so take your time and get a good placement.
No bolt action muzzle-loader, doesn't exist. You may be thinking of a striker fired in-line muzzle-loader however. I have the Thompson Center Black Diamond, which I have had people accidentally call bolt action. It like other in-lines, has a striker that you pull backwards via a handle and it locks in place. Upon pulling the trigger, the striker flies forward and ignites the primer.
