We had a problem here not too long ago. A very tall building had a fire in the basement. The alarm sounded and the two two stairwells became clogged and impassable due to people in wheelchairs blocking the way. Had smoke filled the stairwells hundreds of people would have died. Future designs should include provisions for wheelchairs so that they can exit without slowing more mobile individuals.
In my building, fire fighters or rescue workers come to that person's apartment and carry them down the stairs.
Someone pulls them down the staircase backwards in the chair or the firemen come up through the window and save them. I have no idea what they'd do for someone who is obese or injured in a motor scooter. If I were in that situation, I'd avoid the upper stories of buildings.
Logic is logic no matter what it's source. Comparing it to Ann Coulter only gives it credibility.
