Brake clearance on wheel change; 2003 VW Jetta?

I've recently moved to a colder climate and found that my current wheel and tire set-up are not conducive to mounting snow tires or applying tires that would have more traction. The current wheels are 17x7. The wheels only accommodate high speed tires. I would like to purchase steel wheels for the front at around 15-16x 6. The question is if I move down in the rim size, will the new wheels accommodate my brakes? Could it be that my wheels are the size they are to accommodate the brakes currently? What are the dimensions in wheels and tires I will need to meet in order to not interfere with the brakes?The car is a 2003 Jetta GLS.Thank you for the help.

You should wash them every third day I believe. And no you don't have to use wax. Sorry but I'm not sure about the last part. I don't think dying your hair would make them lock up faster but it could make your hair look better. Good luck
