No, they and the ISS are falling to Earth and orbiting such that their orbit is cancelling out the effects of their fall so they are in a state of weightlessness - always falling never hitting the groundThey loook out of the window and all they see is the Earth rotating on its axis (they don't notice that they are the ones whizzing round the Earth they feel like the Earth is spinning)It's just the same on a train if it's not accelerating you think you're sitting in a chair and the trees and embankment is whizzing past you really fast.
