ANYTIME the shipment is an alcoholic beverage (cannot be shipped USPS), an ADULT (21 and over) signature is required. This is a federal law. Over rated - Yes. In all my years in Illinois and Minnesota (including back when winter was always like this one), I never used winter tires, snow tires or studs - never needed them. I drove according to conditions, and the only times I was not able to go when and where I wanted was when the road was closed. as noted studs are dangerous on pavement - not recommended on the highway. tires that are stud able are not long life tires.
