Pry off the cap at the point of pivot with a knife. You will see a bolt. Position the wiper in sync with the other wiper. Tighten bolt. Replace cap.
Take it off and see if the splines are stripped.If you're lucky it's the wiper arm itself that stripped and that's easy enough to pick up at a salvage yard.If it's a problem with the wiper linkage itself good luck you'll have to figure out how to get at it because the cowl panel it's under is welded in place on most fords
One thing you can do is remove the wiper blade, and see if the gear on either the male, or female end of the connectin is stripped out. THis can happen if there is a lot of wieght over the blade, like ice, or snow. If it is not stripped, you ought to check the motor. You did not mention the year, but you can go to your local library, get the Chilton repair manual on your year truck. The chiltons are located in Adult not-fiction 222.257
