I nice berber carpet is good for the basement, it holds up to traffic and kids alot better. If you are putting over concrete (like we did) it is best to seal the concrete floor with Kilz first. This will stop moisture (water) and odor from coming through, also stop things like pet accidents from soaking into the concrete. Hope this helps.
An indoor/outdoor would work or how about an area rug with tile around the edges. I don't know how much water you get but an area rug wouldn't have the padding that takes so long to dry. Good luck!
