How can I fix my trailer axle sping housing?
That's the bottom craddle for the coil spring. To get it off (now that it's broken) you should be able to just jack up the trailer bed (not the axle) the axle needs to stay on the ground. This should allow the coil spring to come off. Next, take the nuts off the u-bolt holding the other broken piece onto the axle. I think your best bet would be to have someone weld this up. It looks like a clean break without any tearing. This indicates that part might be a casting. It might be hard steel. In this case, make sure the entire piece is preheated to at least 600 degrees before welding and then allowed to slowly cool (otherwise it will crack). Whoever welds it, make sure they grind chamfers on the broken edges to get good penetration. I would use a 7018 rod. Good luck.
