You can't stop the rent as the rent is being paid for using the premises.You have taken the premises after 2004? This point may not be mentioned in your rent agreement also.The only recourse is to inform the fire department you may give a joint notice(if other tenants are also there)to your land lord informing the consequences to put pressure on him under copy to fire municipal deptt.This is a small expenditure in comparison to expected loss to life property hence.try to persuade your land lord to do the needful as basic amenities are covered in rent.
I wear mine, but we may not live in the same state. But, I wouldn't see why you wouldn't be able to. Maybe ask them before you get on, and if not, just take them out.
Don't withhold rent, your landlord can put a black mark against you for failing to pay on time. Just give your local fire authority a call and let them know that laws are being violated.
