How do I locate a starting problem in my steering column?

I have a starting prb with my 77 chevy blazer. I would have to lift up the tilt steering wheel to engage the starter as I turned the ingition to start. Otherwise, the switch to the srt pos would do nothing - go click no growl, no grind. I replaced the ingition switch 2 years ago and the Netural saftey swith on Monday.Could it be that by moving the wheel up and down in it lock pos has severed the wiores? The wheel does have a lot of slop in it while locked in the up right pos.

This is a problem where the concept of the angle of elevation/depression is applied. Assume that the fire hydrant's height is negligible compared to the 120-ft height of the building, then tan Θ 120/x where Θ 10 degrees x distance of the building from the fire hydrant and solving for x x 120/tan 10 x 680 feet Hope this helps.
