How do I turn on my Blazers windshield wipers?

I have an 89 K5 blazer. I just recently bought it and have not figured out how to turn on the wipers. It only has 2 levers on the steering column, a gear shift, and a blinker only lever. How do I turn on the wipers and if I was supposed to have another lever, how do I put it on?

I think Jesse's idea is a good one--but I would first try mentioning it to them if you have the chance.(I know not everyone has the chance to talk to their neighbors so maybe that isn't practical for you.) That at least provides them with the opportunity to do something about it before pulling in the big guns. Make it casual and non-confrontational such as, I hope you haven't been losing sleep over your car alarm, it sounds like it's really sensitive! I know I'd sleep better knowing that the alarm doesn't mean someone's breaking into our cars.
Next time that happends you need to call 911 and tell them someone might be breaking into your neighbors car so then police come and wake your neighbor up in the middle of the night which he's going to hate. The police are only going to say they received a report from one of the neighbors not saying who. You do this several times until he decides to do something about his alarm!, simple
In my town an alarm that is false becomes a police burden and is an offense punishable by fine. Call the cops and say you think someone is trying to steal the neighbor's car. They come out once or twice and there is a possiblility he will be given a citation for disturbing the peace and misuse of public resources. If the neighbor complains to you about the calls to the cops, which most inconsiderate jerks will want to do, you will have plenty of reasonable excuses to be pissed off when public safety is in question.
You have to twist the blinker.
As mentioned, it's integral with the turn signal lever. You rotate the end of it to get into the delay portion, keep turning for one click (low speed no delay) then one more click is high speed no delay. It will work if the previous idiot left the wiring alone. The wipers and cruise were not integral with the ECM. Obviously they all get their power from the fuse panel, and people are morons (especially ones who rip out the computer system that was already there, and better than a carb) so no telling if they cut the wiring. The wipers are somewhat problematic on these trucks (turning on by themselves, not turning off, delay not working right, etc) so no way of knowing without digging into it why they don't work right.
