As long as the Chef does not use the same cloth that removes the cooked meat on raw meat or different varieties of meat, chicken and beef, it is not really an issue; or if the cloth sits out for hours on end between removing meat from skewers. If any of this takes place it is a health code violation and you could report the restaurant. The best solution to it would be to remove the meat from skewers by hand, or with a glove on. I worked in food service for over seven years, after a certain amount of time your hands become callused enough to handle the heat. If they are simply using the cloth to hold the skewers, there is no problem what so ever.
Depending on it's composition, some glass will melt at temperatures as low as 500 °C (900 °F), others melt at 1650 °C (3180 °F) you'll need a heat source that will reach these tempatures . . . some pottery shops will allow you to use the kiln for a fee
its cross contaimantion, I would call the health department because your chef doesnt sound like he will change.
