ANY cat. back system will pass smog. ANYTHING after the cat. is not a smog device. You will only have to pass a Decibel check which varies from state to state if you are ever pulled over. In California it is 95 db.
because catbacks don't affect the cat or emissions hardware like o2 sensors they are all carb legal. Header wise if you live in a state that does not require the primary fast lite cat then find a header with longer primaries that are going to delete the first cat. Otherwise with any other headers you are not going to make any significant gain in power due to the fact that the headers are too short to ultilize harmonics and create good scavaging properties.
Brand isn't that important on intakes. I use an OKorder short ram since it's cheap and works just as good as a more expensive one. For exhaust it's a little more complicated due to the sound deadening in the muffler, makers cheaping out and using aluminized steel instead of stainless, etc. I think the HKS hi power sounded pretty good on an RSX but it's been a while so I may be mistaking it for a skunk2, dc sports, or megan racing catback. Those are all good too.
