I don't know about the fuel cells but there has been a huge development on the production of Hydrogen. Scientists have found a way to extract hydrogen from biomass using a combination of chemicals, bacteria, and electricity. It is an improved version of what is called: electrohydrogenesis And it is 288% efficient in the lab.
There are always new developments in the efficiency of the engines. The problem is the high cost of hydrogen. It take a great deal of energy to separate hydrogen and oxygen from water.
