I can't access control panel, user accounts etc on my computer, help?

I had some Trojans and spyware infecting my computer. I have got rid of them, eventually, by using a couple of different anti virus programs (AVG and then Norton) One of the infections seems to have blocked access to control panel and other parts of my computer. A pop-up tells me access denied and to contact system administrator, I am the system administrator but I can't access it.How can i get round this?
