It could if it wanted to. Parliament is sovereign and can enact what it likes provided it doesn't go against European law. In the case of the ban on calico in 1721, this was to protect British manufacturers against cheap imports of Indian cotton. The Act was repealed in 1774 when British factories were better able to compete. It is always assumed that things are legal unless they are specifically illegal. So no constitution ever refers to this. Human rights are a rather different matter. And as the UK doesn't actually have a constitution which is more difficult to amend than other laws, ANYTHING can be changed tomorrow (as long as Parliament is actually sitting!) As you mention cars, Parliament certainly wasn't keen on them in the early days and passed the Locomotive Act 1865, which imposed a speed limit of 4 mph in the country and 2 mph in towns, and required vehicles pulling multiple wagons to be manned by a crew of three, one of whom must walking in front of it carrying a red flag to warn that it's coming. Thus it became known as the Red Flag Act. It was repealed in 1896, by which time it had stifled the British motor industry. There is nothing to stop Parliament doing that again.
