Answer:

Depends on the model year of your engine. There were several service bulletins on these in the 90's. The problem was the manifold and gaskets. I think there was one on the elbow. Bottom line is, check with a mercruiser dealer and have the model and serial # of your engine. I know at one time merc. was fixing these on a case by case basis under warranty. The leak was not external, but inside the exhaust manifold. Good Luck!!!!!
Are the petcocks open? Cracked or broken hoses? Cracked cooling manifolds?
You are right to check the heat exchanger as they do crack internally sometimes.I have also found a problem with the seals on the circulating pump leaking.They are located on the end of camshaft on the front of the engine.You may not see it leaking because it leaks into the engine.The only way to check them is to remove the front cover.The bolt on the end of the camshaft that holds the circulating pump is counter clockwise.
