I've looked at Carbon Fiber, which looks perfect but have been told it's not very stealthy. If Carbon Fiber isn't a good stealth material is their any coating that I could make and put on the CF to make more less reflective, or should I just use a different material?

I would think that lightning rods would be of little use for the single family homes they mainly have in Florida. Most of the apartment buildings are flat roofed and rods are probably of little use there also. Where you mainly need them are where you have a mast or steeple pointing into the air and given the current trend of making churches look like shopping malls they will probably continue to decline in usage.
