It's not law, no, but it certainly recommended. All tire manufactures recommended tire replacement after 10 year, or less, regardless of remaining tread depth. Do you have to comply with their recommendation? Of course not, but for safety reasons you should.
That is nonsense. Any tires can be rotated and balanced. Sounds like the couldnt be bothered
No responsible tire shop will do anything with ten year old tires except recycle them. There isn't a law against it but they are liable for the consequences of failure of such old tires. Since the death of two entire families can result from tire failure no shop that wants to stay in business will work with them. No blasting expert will work with sweating dynamite either. As the source notes, NHTSA research has found that tires age more quickly in warmer climates.
