Quartz comes in a lot of different forms, quality, and varieties; it is a pretty common mineral. Smoky quartz is just regular quartz that has a dark or smoky coloration, primarily because it does not have a lot of impurities or bubbles of trapped liquid in it. milky quartz would be about its opposite: a white quartz that gets its whiteness because it has so many tiny bubbles of trapped liquid, and/or other tiny impurities, in it. All those impurities and bubbles scatter light, and thus make the mineral have a white color.
