I Would get them treats, and maybe add fence to your yard and driveway. maybe even ask him to be a little more careful of where he lets them out, and maybe ask him the current sheriff to help.
bad situation for you. invest in a bark stopper. best invention ever. you don't hurt the dogs but they will leave you alone. get one that you can press a button to activate even if they are not barking. you can turn them into good dogs without even trying. they will look at you differently as you are making yourself alpha dog. you are going to love it.
spray bottle as they come toward you. id face them and put a foot forward if you think they are just trying to act scary but if they really are trying to attack you id report them. you can do it silently. my dog greeted people and he got reported and almost taken away and he wasnt mean at all. he was just a doberman. and the lookds scared him. you can also get a tazer or shock something and hold it every time you get out of your car. eventually they will learn if you touch them they will keep their distance. have you talked to him? if they are acting scary but you dont think they are mean just put a food forward. thats what i do. stare them straight in teh eyes with a stirn look. you shouldnt need to say anything. they will know. if their intention is to hurt you id do the water bottle and keep close to your car door so you can hop in if you need to bail.

Use your cell phone if you have the option to video record the dogs on several occasions, including one you call in, and including them chasing you. Even if he's a former president - if you have several instances of video on separate days (or have a friend take the video) it's pretty hard for him to deny he's being irresponsible to animal control. If you're not sure about the date/time stamping - you can always start the video at a tv screen saver showing date and time, and walk taping out to the front - but the date/time stamp on it automatically should suffice. Just think - you're worried about pissing him off - but if he acts this way, he's probably got his own share of people he's already pissed off, including ones in authority.
