Why a thermal detection device? use a capacity operated relay. inexpensive, pretty trouble free (ie, not effected by thermal changes) and there are ten dollar kits available.thats called being cost effective.
I'm not sure I understand the question but an earthquake could wreck the factory that makes fire extinguishers. Or, if you mean how would a natural disaster lead to increased demand and production of something, then I guess a volcanic eruption, spewing hot ash might do it, since people would have to have increased means to deal with fires.
