Mini Bar Fridge running but not cooling?
First of all, don't turn a fridge on its side, that is a good way to damage a compressor. The coil isn't freezing up because of liquid coming from somewhere, it's freezing up because the boiling temp of the refrigerant is below 32°F and the condensate that is forming on the coil is freezing. It sounds like it is indeed low of refrigerant (freon). This can happen for a few reasons. Either it's low of refrigerant, or the system is running non-stop due to something like a stuck thermostat or an open door. Unplug it, let the ice melt from the coil, then plug it back in with a thermometer in the cabinet. If it never seems to get the temp down and freezes up, it's probably the refrigerant. If the temp goes down and then it freezes up, you may have a thermostat issue. Either way, it's not going to be a simple fix. If it's low of refrigerant, it's trash, since there are no service vales on this type of equipment. Even if it's something remotely fixable, paying someone to fix it will more than likely cost more than a new fridge.

See if the condenser coils are dirty, the evaporator coil, in the front, too, and that the FAN on the condenser coils is working. I see the frost on the thin copper line and the copper tube so that can mean low air flow or low refrigerant.
