Question:

my 91 cougar rear brake calipers are not operating. no fluid is reaching them what is wrong?

there are no leaks and the master cylinder is full

Answer:

Your calipers may be worn out, which you will be able to tell if there is a grinding sensation when you brake. If they aren't getting fluid, they will wear out quickly. Brakes are no joke; get them looked at right away. There is a special horror that comes when your brakes go kerflooey and you are still in motion. I just got a new pair of pads and calipers for a '97 Explorer last June st me around $600 (I called five places and picked the cheapest).
Could be clogged lines, have you opened the bleeder valve on both rear calipers? If so, does fluid come out? The calipers could be stuck, could be a bad master cylinder. Also, check the lines from the master cylinder to each rear caliper and make sure there are no crimps or kinks. Hope this helps! Good Luck!
Well with the info I have it sounds like it has second generation anti-lock brake system on it. These are a pain to bleed if you are not familiar with how they work. The pump is hard to get to cycle when you need it to while bleeding them. I would say have the codes scanned to see if it lists a speed sensor that is bad. Reason why is the car thinks that you applied the brakes and are skidding. There are several things that can cause this. Check to see how high or low you have depress the ebrake to make the car not pull itself. Give me further detail on the problem and I will help you out. Hope this will help feel free to leave feedback thanks. I would say take it to a shop. Reason is that those systems call for a scanner tool to bleed them. The system shut the fluid off to the rear brakes because the abs computer sees a problem. Speed sensor, mismatched tires on the rear, sensor on the master cylinder or in the line, ABS computer, bad rubber lines, bad caliper or calipers. There is a way to bleed them without a scanner. Just depends on what is causing the fluid not to reach the rear. Not something that can really be explained on paper. Hope this helps.
