My Windshield wipers on my 1998 jetta stopped working?

I tried replacing the fuse but it keeps blowing right away, well what I‘m assuming is the right fuse, I don‘t have the diagram. Please help.

Bet your wiper linkage is seized. When you put a new fuse in, they can't move, and the electrical load blows the fuse. First try lubricating the actuation points on the linkage. If that doesn't work because it's too far gone, then you need a new linkage before you burn out the motor and need a new one of those as well.
One of those silver or black plastic boxes(relay) in the fuse box runs the wipers. That could be the part you need to replace. It is electrical. The motor itself is much more tougher than either the fuse or the heavy current relay. Ask at the parts counter at the dealership.
if the wipers motor burned what ever fuse you put in it will burn. check the wiper motor if it is in a good condition. if it is in bad condition it will the new fuse will burn again.
