neighborhood kids opened a fire hydrant, should I call police?

Just because I'm stuck living in a lower-income area shouldn't mean I have to live around this kind of ghetto crap. They're out there playing in the ghetto water park.Apparently they're too poor to afford a pool membership or even a Wal Mart above ground pool so it's ok to vandalize public utilities? Who should I call? I wanna laugh at them out the window when the city shuts off their fun.

The lock actuator has worn out and needs to be replaced. They aren't terribly difficult to do. If you've never done it yourself though, I wouldn't recommend it unless you really wanted to in order to save some money. You have to remove the door trim and you can tear some stuff up if you don't know what you're doing. The lock actuators cost a little under $100 each and one website that I used for directions on how to change them out (doesn't have 1998s though) gave the job a difficulty rating of 5/10 which was about right in my opinion as well. You can get the lock actuators at a Jeep dealership or online for even cheaper if you take the time and do some surfing. Jeep dealerships will also replace it for about $300. I have a 2000, but I don't think the price would be much different.
I had the same problem since my grandmother gave me the Jeep back in February. It's a relay I was told, some outrageous price to fix at a independent shop, i skipped the repair. If it's a free fix at the dealer like the other poster stated please post reply and let me know.
