Mine only charges if it's my fault - or if they have a way of proving it's my fault. for toilet and drain. For lightbulbs they replace long flourescent ones, I replace standards. For smoke detector batteries that's my responsibility but the Fire Department provides them for free so it's no big deal. EDIT LOL just reread the q Plunging the toilet is my repsonsibility bwahahaha I wish I could call maintenance for that!
