Question for plumbers! Separated pipes how to fix? (Picture included)?

So my sink started leaking recently, so when I took a look at the pipes I noticed if I pulled down slightly on the main pipe, it separated from the top. There is a thingy I can turn which I assume, is supposed to tighten it, however it just keeps spinning, and there's not really anything for it to spin into. If anybody knows what part I would need to buy to fix it, or even if there is some sort of sealer I can put around it, it would be greatly appreciatedhere is a picture of what I'm talking about:

loosen the nut on the wheelthis just makes it easier to pull on the tape (less tension) put the tape on the wheel , pull on it for a few inches then slide the strip of tape between the rubber the peice of metal below it.make sure the sticky side is facing away from the rubber.pull it up over the rubber to the blade. that's it.
