How can I tell if my 2008 F150 has a tire pressure monitor? The papers say it has a Onboard Diagnostic System, ADCAB3, but does that monitor tires?

It was built in 2008, that means it has TPMS. Every vehicle sold in the United States since the mid-2007 model year has a direct monitor TPMS system as mandated by law and it is seperate from your OBDII system which monitors emmissions related functions. There is a yellow warning light for the TPMS that lights up every time you turn the key on and your owners manual will describe its function.
I'm guessing an F150, being not a top of the line vehicle, would probably not have a tire pressure monitor. I could be wrong. Why don't you just go to an auto parts store or gas station and buy a gauge for a couple bucks? The max pressure will be labeled on the side of the tire. It will take all of a few minutes to check all four tires.
OBDII does not monitor tires. Put the key in and turn it to the on position, but don't engage the starter to start the car. When you do this all the warning lights on the dash should light up. Look for light that looks like a tire cross section with an exclamation point next it. If you have that light, there is a very good chance you have a TPMS.
