Trane A/C system too small for our house?

We have a 3500 sq ft house and it is equipped with a Trane XB1000 and a Trane XE 90Our house has a total of three floors, and the main floor gets cool pretty wellBasement is always cool, but the top floor get little to no cold air and we rely on the fans in each roomIs the system too small or could the air ducts be incorrectly done? (We are almost positive the system is way too small)

the rule is 1 ton for every 500 sq ft so at 3500 sq ft you need at minimum a 7 ton unit and I always recommend a little extra to make up for times when you add extra load to the systemnaturally the upstairs is where the largest heat load will be on the system so it will be the place you notice if things aren't rightfirst check your unit tonnage and then if its ok check into air balancing of the ductwork as well as checking for poor insulation or insulation that has fallen down such as vertical walls open to attic space where they always fail to put up mesh netting to keep the insulation in place.
