Valve handwheel can move, stem does not move what is the matter?
Handwheel and stem out of line, suggest replacing new wheel
See if the keyway between the stem and handwheel is broken.
Valve plate should be killed, the reason may be between the valve plate and valve casing into the foreign body, or a long time without rust dead.If the stem is a screw, you can use a long lever to turn the handwheel. Not really, you have to check out the valve.
