Right click on Control Panel and click Run As Administrator, that should work.
Keep in mind that the laws are different everywhere. I'm going to make some assumptions, and my answers are based on those assumptions: The wire wasn't stolen, no one is claiming that the fire hydrant or other government property was damaged or vandalized, you and your friend didn't intend for anyone to get hurt, and the kid who was hurt didn't need serious medical attention and didn't have significant injuries. If all of those things are true, and you didn't string it across a bicycle path or somewhere where people would be expected to get tangled in it, you'll be all right. If the kid had to go get stitches or something, you might be expected to pay for that. I have to say, though, that your explanation does not make sense and I suspect that you were pulling a bit of a prank but didn't really expect anyone to get hurt. Whether you were pulling a prank or it was just an innocent mistake, I will assure you that making the first move and saying, I'm sorry, I made a mistake will go a long ways with everyone. Tell your parents, tell your friend's parents, and go take responsibility for your actions. Consider having an officer or someone go with you to talk to the father of the kid who might have been hurt. Remember that parents can be over zealous in protecting their kids, so don't go there alone.
Your looking at a felony my freind. No not really, you may face a small charge at worst. Go to court and you can get it dropped.
