i have a dodge ramcharger that I am planning to race in the baja 1000 in Nov. what parts are needed? or what do I need to start preparing for? Please help.

No, I do not think so. An unzipped jacket is still going to protect your arms, sides and back. What if it is hot out..the zipped jacket will retain body heat and overheat your core temperature which may cause you to faint while riding. A helmet with the eye shield open is still going to protect your head in a crash. In California, eye protection is not required on a motorcycle.
Buy a few tiki torches, buy some bright plastic leis (they are super cheap at party stores!), look at Wal-Mart or Target for some inexpensive dishes that tie in with the theme (like plates, cups and serving dishes). Light some candles or string some white lights for ambiance. Tah-dah! You're all set.
If you wear a jacket with the zip undone you are reducing the protection offered, they are intended to be fairly tight to keep your internal organs in place. If you ever have the misfortune to come off and slide, roll and flip down a road you will see (hopefully) why it is important to avoid internal injuries. Spleens, kidneys, livers, lungs and hearts do not like to swop positions, get twisted or jerked about. Also, coming off with the jacket undone will allow any armour in the jacket to shift about, it might be in place for the first impact, it will then slide out of position. Riding with the visor (I presume that is what you mean by shield) up will allow any insects to hit your face or eyes at 50mph a wasp makes quite an impact. If you ride in a dusty environment being unnecessarily blinded (when you could have avoided it by having the visor down) makes you feel a bit daft as you miss a corner.

No. Edit: Duh, if the shield wasn't meant to be used in an intermediate position, it wouldn't have any. Shield optional on my approved helmet. Helmet optional in my state.
