It would be best to solder on new but there is now available a type of epoxy cement approved for copper connections available at plumbing supply and home depot lowes etcetra they will set you up with the fittings you need and give you directions.
Ask your neighborhood if they want to put one of those fences that take half of the road in some parts. People will have to slow down (some on the left, some on the right). You could also consider putting speed bumps in some parts. I believe that with both (especially the speed bumps) you would need to contact the police or town hall to request permission.
